can someone lead me in the right direction with this.... i set the cam flanges straight up on top dead centre. when timing chain is tensioned it pulls inlet cam around about 40 degrees and leaves exhaust cam facing upwards... i havent timed a twin cam before and am curious if this is correct or does the inlet cam have to stay facing up when the chain is tensioned? motor at TDC when set cams.

At TDC and all assembled the notches in the cams should be straight up. I think there's also a punch mark in the #1 cam bearing cap. Maybe try removing the sprocket from the cam, rotate the cam to the intended timing, then install the tensioner and install the sprocket after that?
