Does anyone know a good company/engineer that will be lenient towards a car (brakes may need changing, but i can't afford it yet)

if they are good engineers then they wont be passing your dodgy car

what do you need to be qualified to give out an engineering cert?

can old mate freash out of uni with his degree in " engineering- motor mechanics" sign a piece of paper saying its ok.

as you can see i dont know much about this topic

the person who would issue an "engineers certificate" is someone who your transport authority has designated, not just any engineer.

And if it is like Victoria, they bear ALL the responsibility/liability.

Hence if your stock brakes don't stop your modified car in time and it kills someone etc, then the engineer is liable etc.
