Using Hub Extenders

Okay, the other thread running has jogged my memory, because I wanted to ask this before.
Are there any issues with running hub extenders with higher offset wheels? I understand they are different to spacers.
I can understand it may be a bad idea if you are extending the track much past factory with them, as this may put stress on the bearings.
The Mk2 Supra came with a 7" wide wheel with a +8mm offset, so would there be any issues with running a higher offset rim and the hub extender to restore a similar ratio and "overall offset"? When you think about it, all a low offset wheel is in some cases a normal wheel with an extension in it to push the mounting point further back.
Are they legal?
