Are cops always in the right?

Was thinkinga bout this last night, after my incident with the undercovers (see war stories section)
If a cop comes up behind you, then high beams you to pull over, you slam on the brakes and he runs up the back of you... what would happen?
I mean, you could always say "I heard sirens behind me, and when I looked in my rear-view mirror there was a bright flash, and I couldn't see properly anymore, so I slammed on my brakes so I wouldn't crash"
anyone see a problem with this defence? the cops would be the ones not leaving a safe buffer zone between them and you
