Drum brakes wearing unevenly

Hello, just wanted to see if anyone might have some ideas on a problem my dad's landcruiser is having.
Went to adjust and check the rear drums on it today and found that they are wearing unevenly.
The top of the shoes where the slave cylinder pushes on them was worn down to metal almost. Though the bottom half of the shoe was almost brand new. It looks like its never made contact.
The shoe closes to the front of the car was worn evenly, the problem only seems to be happening on the rear shoe.
Same problem on both sides of the car also
Any ideas?
I dont know a lot about drum brakes but I cannot see how they would wear evenly. If you have a cylinder pushing out the top of the shoes against the drum, it seems logical at the top half of the shoe is going to make contact with the drum first and thats where all the pressure will be.
Want to try and sort this problem though as the brakes on this 4wd are very poor and its no supprise when the rear brakes are only making 50% or less contact with the drums.
