getting roadworthy -rust-

hi guys, can i get a hand here with some questions about getting roadworthyness for my celica?
with reguards to rust there is large bubbled area's where roofracks once sat and some on corner of doors and a few patches on the chassis? rail part between front and rear wheels + plus some in corners of the wheeltubs? boot is rusted out bad along the bottom strip where the bootseal goes, was told i can cut all along and weld a new strip in,
i assume it can't be leaking oil?
what must be done for me to rwc for my car? as i don't wanna be going back and forth wasting money.
i appriecate if you can help me here,
