why overboosting

at the moment my car is over boosting by 6 psi and sure i love the power but i dont like tha fact that the motor isnt tuned for that extra boost.... so why is it doing this what can you think of
motor is 3sgte
ems with ems electronic boost contoler
internal wastegate and std ct 26
i have checked the tubes on the boost controller and wastegate and there dosnt seem like any splits or anything like that. I i know the wastegate could be stuck close but is there anyways to check this with out pulling the dump pipe off???
or anything else that i should be checking?>
