bare matel resprays and panel work.

I have some questions about it all. firstly on bare metal respray is it just paint or is undercoat used first. Secondly where panel work has been done is it undercoated around that area and thirdly how long can the car be bare metal before it starts rusting or can i just bare metal it a panel at a time and undercoat it so it doesnt rust. Only reason im asking this is i have found a little more rust then i would like in ta23 so it will have to go back to bare so i can remove it all.
