18rgeu turning over slowly problem

My 18rgeu only seems to turn over very slowly when i try to start it. I checked the timing chains and everything seams to be all set up right. I did not have a dizzy in at the time but i didnt think that would make a difference to how it turns over. It has a fully charged battery out of my daily drive car in it. What other things could it be as i usually associate this problem with timing or battery. I also was crossing the terminals at the starter to turn it over.
