how to cut a 3mm deep 1.5mm wide channel in rubber?

to finish my radiator, I need to cut a channel of the above dimensions in some 6mm thick rubber.
Ideally I'd use a router I guess, but I dont have one. I'm considering tracing the channel with a knife, then following the line with a drill - but as it's so narrow and the rubber is fairly firm, I'm worried about breaking the drill bit (and I've broken a few drill bits in my time attempting to use them as router pieces)
any other ideas?
