idling car to cool turbo's down

I know after driving a turbo car especially hard ur meant to let it
idle(or drive gently at end of run.. but im talking about the idling..) to cool the turbo's down.. now if the car doesent have load hence not making boost why would turning the car off be any worse than just idling?.. are the turbo's spinning really slowly at idle or something?
Just a thought I had tonight
