AE86 - 4A-GE - Fuel rail doesnt 'prime' on ignition

so when i start it, it needs pedal to get it to fire up.
the car runs fine when on, fuel pump, filter and lines are clean and brand NEW and holds pressure when at idle and on start
its just a niggly problem that somone might know the fix for.
also
it may help to note that i took the plug from the dizzy cap off (the yellow one) and i push my test light into the positive wire of the socket that goes to the loom side and when the car is in IGN the rail primes fine
