Fuel Pump Question

ok im running an electric pump on my ta22, its a Pierburg sealed unit rated to flow at 100L nhr, but it doesnt seem like its flowing very well, i did use it at first without a return line, could this have stuffed my pump up by means of backpressure? or will the pump just keep pumping and eventually flood the motor? im running a return line now and my carbs arnt in good shape but even still i pull one of my fuel hoses off before the fuel filter and it just trickles out with the pump on, is that normal?
ive checked voltage and its running at a constant 9V, shouldnt it be running at 12V like it says on its specifications?
