Speed limiter on Soarer?

Hi guys,
My mate has one of the older squarer Soarers, the ones with the 1ggte. Does it have a speed limiter? I'm presuming it does as it gets to 180 and won't rev any higher than 5k. Also do these cars have a boost cut in 1st gear (it's an auto) as it doesn't seem to have much go until it clicks into second. If it does have either of these things how hard is it to remove them?
