Replacing timing belt and starter motor on 83 Celica

My mate has been told the entire engine has to be removed to change the timing belt and for both to be done its going to set him back $750, money he doesn't have.
Can it be done whilst the engine is still in the car?
Its the carby 2L engine, whatever that is?
Currently he has no car to drive!
Any help is appreciated ta.

Well if its 83 with a timing belt, sounds like an SA63 celica. No, the engine doesn't have to be removed. No it shouldn't cost anything like $750! All he needs is a few tools, a Saturday arvo and someone with a few clues to give him a hand! Timing belt would probably cost ~$80, and probably ~$100 to get the starter rebuilt. That is unless the timing belt has snapped and buggered the engine, in which case he should be able to pick up another one at the wreckers for a few hundred.

'83 would mean a 21R-C. They have timing chains.
Engine shouldn't have to come out.
From what I remember (don't take my word here, just going off very bad memory) you have to take these off:
Rocker cover
Crankshaft pulley (this will prolly be a bitch to get off)
Timing cover
That should open everything up. While you're at it, change the chain tensioner (just a bit of insurance).
If I remember correctly, parts were about $70 for chain and tensioner. This was years ago though...

If indeed it is a belt, it will be an SA63, they came out in '83. So either option...there is a writeup on how to do it on the R engines somewhere on the net, the SA63 should be easier though.

83 celica is a SA63
RA60 celica was 1980-82
in my experience timing chains is easier if you are real trick and link the old chain to the new one you can thread it through without taking apart most of the motor in the process, only prob with that is you cant see if your chain tensioners is stuffed so build them stronger the first time i say

There is always the fact that all Toyota engines with timing belts are non-interference, if you are a total newbie who manages to stuff installation up correctly, at least it just runs like shit instead of putting pistons through valves

My RA60 must be very confused then...
The compliance plate says May '83.

Nope, all the R-series from memory are interference style, get it wrong, put a piston through a valve
