 2T-GEU - Need Help....

Hi ppl,
I have recently acquired a beautiful Toyota T18
with a 2T-GEU in it, amongst other goodies,
but i need some help....
my primary problem at the moment is that it
will not idle at cold start, i have to use
the accelerator to start it then hold the revs up a bit until
it warms up enough to idle, i really dont like this
as it is an EFI motor and should be better than that.... 
my first thought was that it could be the engine management
system, which is the stock standard one but I called an EFI place and he reckons that the old ECU's are dumb (as in not intelligent) and its most likely not that,
he said there should be a device somewhere on the EFI gear
which automatically controls the air-fuel mixture for a cold start and that this should be adjustable, or it may be jammed/blocked etc.
any assistance that anyone can give will be greatly appreciated
also any other tips or info on 2TGEU's would be great.
