i have a 1994 corolla seca and was wondering can an engine swap be done by taking out the one i have and putting a turbo one in like a 3S-GTE celica engine? and if so how much would it be and what else would need to be done to make sure it works?

3sgte is too much effort/money unless you can do alot of the fabrication work yourself.
easiest bet would be a 4agze converted to turbo as this is almost a straight bolt-in.
