modifying the rim

hey, does anyone know if its legal to do this in australia.
i got 16x8 inch rims. now the problem is i brought them with the car but the front rims and tyres are rubbing. so is there any way to cut the rim and get it welded back so its a 16x7inch rim?
if anyone knows anything about this please help. else im up for new rims  all i wanna do is sell my car.
