Starting a long sitting engine

Hey people...
I might be able to get my hands on a car that has been sitting in a well protected area for around 2-3 years...
In that time the engine has not been started...
Now I know I will need a new battery, new fuel (After draining what ever is in tank)
But I want to know, how can I get everything "safe"? Should I put petrol into the cylinders and wind the motor over by hand?
I've heard of valve stem seals getting brittle, should oil or something be put on them befor starting to try and soften them?
Would new plugs and leads be advisable?
