Couple of Soarer questions

Ok, first one. Occasionally, whenever runnig more than stock boost it hits a cut off, and an orange warning light shows up on the dash. This stays on for a few seconds then goes off. It doesnt happen all the time, sometimes it will run fine at a cretain amount, then another day, at the same level, it will cut out. Whats going on there??
Second, my car has kinda half the exhaust done. Its 3" off the stock Y piece, untill it sits just under the car, then it goes to something like a 1.75 - 2.25 pipe with a cat (dodgy compliance place peoples) then its 2.5" where it splits into 2. Should i replace that small bit of pipe and cat with 3" now? I know its a stupid question but is it worth it, or should I spend the cash elsewhere??? Will there be any noticeable difference?
