elec fuel pump return

now iv asked about this before, my setup is an
tank > filter > elec pump > pressure regulator > carbs.
now the filter is always getting empty and i think
the floats keep going low because of this setup.
now i really want to run the return after the carbs,
also to stop the pump from blowing up if the car is left on ignition. anyone got any tech help/info on this?
