torque converter lockup

Hi guys,
I have done a search here and other places and I am trying to find out some info. about torque converter lockups. Is this what the OD button does on standard autos? Or is it an automatic thing that is done via the ecu when it reaches certain conditions?
I have read on supraforums about people locking up the converter half way down the strip to increase MPH as it is then at 1:1 ie. no slippage. Although they said that this is not recommended as it wears things out quickly. They said it is fine to do while on the highway etc. but not at WOT.
The reason for this question is the mechanic I took my car to said that I would have to drive around everywhere around town in 1st or 2nd gear only if you have a high stall torque converter. I don't know how high a stall I will need yet but I would think around 3500rpm as I am running a ta45s on a 1jz-gte. The other thing he said was that I would not be able to use the OD. I was a little confused by this also.
I have read up on howstuffworks also to get a basic knowledge base but can't quite work out what he was referring to.
BTW I am running an a340e and it will be modded to handle the power most likely by MV autos.
