Im looking for sugestions in regards to a setup mainly shocks and springs ive budgeted around a grand I basicaly want to go as low as I can and still have it handle

A grand won't get you very far... I'd spend more than that on shocks alone. There's no point doing a half-arsed job with suspension, either do it properly or don't bother at all.
I'm using Fulcrum springs in my RA23, they're about 3" lower than stock and I wouldn't go any further than that if you want it to handle and be driveable on the street.

A grand will get you a Pedders/Monroe set-up, not good.
I spent about $1400 and got Koni sport adjustables all round, Lovells heavy duty lowered springs, adj. panhard rod, and new Red Ranger polyurethane bushes through-out the entire car. Also had fitted a TT142 24mm front sway bar, which is about to be replaced with a RA40GT item.
