imported celica gt4?

I just went to look at a very nice 1992 celica gt4. It was very clean, and ran well, and was only $10000. However it was a japanese import. I don't know much about imports, so I held off buying it and looked up vicroads site. It says that for a personal import you have to have complance plates, and so do used imports. Since this car is not over 15 years old, and they were released here, I didn't think that they could be registered in VIC. It is currently registered, but the owner is selling without a RWC.
I really would love to buy this car, but fear that it may be a dodgy rego job, and that I will be in for real trouble if I get it. Just thought I would ask you guys to get an idea of if it is legit or not.
