RA23 rust below rear windows

hey,
As far as i can tell this hasn't been posted elsewhere.
My RA23 has the usual rust spots, under the rear windows. it has formed a hole about 3cm in diameter.
I have one of my mates old man look at he, as he is an engineer.
He believes that the rust cant be fixed. Says he would need to remove copious amounts of car to ensure it doesn't come back.
Now i have seen this on just about every celica and have also seen it fixed.
My question is would it be fixable? Or was he just too drunk at the time. I believe one can fix anything if you try, which is why I'm a little skeptical.
