How to modify petrol tank?

Have spent the last few days reading info about GE conversions, and the place I have decided to start is with the fuel system before I install the engine,
One of the websites said if using an internal fuel pump (which is what I plan to do -AE82 pump-) the best method he has seen to install it in a tank with no pump or baffles is to cut the bottom out of the donor tank, and cut out the section the fuel pump and baffle are attatched to and then cut out a section of recipient tank and weld pump with baffle in there.
This is all good and well, but for starters I don't know how to weld, and if I can get a mate to do it for me, I have a few questions, does anyone reckon they can help me out by answering them, either from experience or just general knowledge?
How do I make sure there is no fuel/fumes left in the tank so it wont blow up when cutting/welding
How do I know where to mount the fuel pump/baffle
Is it really that simple, just cutting and welding, running lines and electricals?
I realise external may be easier, but I really want to go with intank for cheap reasons, and so I dont have a pump attatched under my car.
Does anyone know where I can take the tank to get all this done if any of my friends don't want to help me out?
