Good ACT Engineers/Mechanics?

(I guess this is the right place to put this thread)
Hey I'm new to the car thing and have bought a sprinter in need of some engineering (surge tank has no box).
The car is not running atm either and I think the problem again is the surge tank, only because I cant hear it.
Anyhow Im no expert and this car will probably be up for sale after its fixed. (see sig! )
Any help would be greatly appreciated!
