91 supra 2.5r 1jzgte power steering problem

Hi I have a 1991 supra 2.5r with the 1jzgte engine. The steering is extremely tight, no power assist at all until around 2500rpms. I had the lines flushed and the pump seems ok. I heard that some of the supras may have been set up that way, some sort of an underdrive on the pump. Does anyone know if this is how it it supposed to be or if there is a problem and a possible fix and if it is supposed to be that way how can I make it easier to steer.
