Okay may be a bit of a tricky one but we will see...

The timing belt tensioner pulley has a pressurised little cylinder that tensions the pulley, and seems to have a huge amount of pressure. Or it is stuffed. I can get it to move onley in a vice. I was just wondering if anyone would know if these are meant to have a large amount of pressure or if you are supposed to move it by hand. I thought I would check this before putting it back on to make sure it is okay or if it isn't. I'm basically at the cost of an engine here, so I'm trying to be careful.
