3tgte boosting problem...

hey guys...i was woundering if anyone with a stockish 3tgte could help me...wen i rev my engine...and it hits boost...the vac drops from about 20 to 0...but no boost?i rev it up to 7 or so but it just stays at 0....i have tried hooking up a boost controller and playing around with adjustments...but still no luck...i have a lum back b.o.v and you can see the piston inside relise wat i asume is some sort of boost when you back off the throtle.....whats goin on??
