Boost Limiting?

Is there an easy way to disable boost on 1j's???
For those mechanic reatards and i've read too many horror stories.
I just thought it might be possible cos she wont seem to boost when in neutral, only in drive. (Though I might just not be giving it enough stick in neutral) Any help here?
I can't seem to get my head around why it wouldn't boost in neutral, but i understand why it might not be possible to stop boost....
