i don't know for sure, but i think your outside circle lights should be on at medium.
check fuses first,
then pull out the globes and check the low beam filament with a multimeter.

if the globes check out ok, check the plugs for voltage with the different settings on the switch.

after that, trace the wiring and connectors, as there must be a break somewhere, possibly the inside switch, possibly a relay if you have them?
basically be methodical, check the easy stuff first, and write down the things you have checked (always helps later)
