Stuart is right about the Gen111's not being built here. Holden is already going to the GEN1V for its next model as the GEN111's suffer from bad oil pressure loss problems which result in the engine needing to be replaced. They also can't be bored out much more than 5thou without problems.
I now have a black VS which i brought as a V6 auto after selling my TA22. I recently put in a 2000 vs111 maloo 185kw engine and getrag 5 speed. The Holden 5 litre is an awesome engine and with the amount of aftermarket performance parts available they can be easily modifyed to produce good power.
The VT 5L is the same engine as a 185kw except it has a roller cam and rockers bringing its peak power to 195kw. I wouldnt touch a GEN111 with a 40 foot pole!!
For around $4000 you should be able to get a nice V6 VP with around 100-150k kms. I brought my missus a VN berlina in january with full leather trim, all power options,17's lowered,sports exhaust,new 2pac respray and its 1 owner. Its 5L auto with corvette equipped tranny. I paid $7000 for it with 11 months rego. It is one of the cleanest VN's ive seen so that ought to give you an idea of what you will get for around $4000.
