I rang up my mechanic (now it's after the long weekend) and he says there may be some play in the steering rack bushes. That may make sense, because it seems to fix itself after turning up some lock quickly, then straightening it out under less load with the wheels turning. It sounds like it is a real big job to change the bushes though! (An engine out job?)
