A boost controller won't help if you've put an exhaust on a 2JZ; the boost creep issue is caused by the wastegate being too small. The only simple way to keep the boost down is to install a restrictor in the dump pipe. I have a 2.5" restrictor in mine, but it still hits 12psi!
