First of all, you might try getting a wheel alignment and making sure your front end suspension/steering components are in good working order. You shouldn't have to "fight" with the steering in an RA40; my RA23 has much the same front end and similar weight, and I have no problems whatsoever even with 205 tyres and a small steering wheel. I reckon power steering would make it way too light!

As for a P/S upgrade, it can be done but it won't be easy. You can get a power-assisted steering box from an MA47 Supra and possibly some other Toyota (can't remember right now but I read it somewhere), but these aren't easy to find.

Rack-and-pinion is a great idea but very hard to do. Both the RA60 and the AE70 have rack and pinion, but they're attached to the crossmember which curves backwards. Your crossmember curves forwards so it would position the rack in the wrong place. Even if you solved that problem (possibly with a TA23 crossmember if it will fit), you still have to worry about things like bump steer and whether the steering column will line up. I put a lot of thought into this a while ago because I wanted rack and pinion in my RA23, but after a lot of research I decided there's no easy way to do it, so it's in the "too hard" basket for the time being.

As for the brake upgrade, RA60 brakes will bolt on to the RA40 struts provided you use the RA60 hubs as well. The hard part is making the calipers fit as they're quite different to the RA40 items. If you make a simple bracket out of 4mm steel you can get around that problem (see my web site for details), but I guess it depends what your metal fabrication skills are like.
