Absolutely, buy brand new IF you can afford it. Otherwise, time to look around 
The S15 turbo is a reasonable option, I'd suggest you choose between that or R32 RB20 - I used one of these on my car for a while, before I overdid it too many times and eventually the turbine came off. Presently I'm using an RB25 turbo, but this does seem quite a bit laggier. I can recommend the RB20 one though, especially in a FWD car you wouldn't probably want to go TOO much more powerful. The AE101 Levin GTZ is probably the car I'd be game to go the furtherest in, having different suspension etc., but even then I'd tend to be careful.
R32 turbo, properly tuned management (I'd probably suggest haltech/autronic, motec if you feel really cashed up), moderate sized intercooler, 1 bar boost, and you should have something that'll last reasonably well, be good to drive and not cause you too much strife.
