Mate, its flutter no questions about it.
It basically is an aural phenomenon that happens when you have the following mods:
a: Run NO BOV (or are running too tight an adjustment)
b: Run a large intercooler with large pipes (resonates the sound)
c: Run a Pod filter.
What is happening is that Boost is hitting the closed throttle, instead of venting that pressure thru a BOV (which u dont have), it forces its way back through the compressor, resulting in compressor surge. The noise produced can be described from anything to a cricket/pidgeon.
Most noticeable flutter would have to come from RB30ET's (VL Turbos) with large truck intercoolers, large pipes, pod and a highflowed t03 or t04. Go down Chapel St on the weekends and you'll see VL T after VL T fluttering away! And its damn loud 
You can get BOVs that sound high pitched (HKS SSQ), but anybody SHOULD be able to tell the difference between a BOV and flutter.
A recirculating BOV does not sound that loud! U need a big ass recirculating pipe do make a recirculating BOV sound that loud.
Besides, if u look at the MinesR34 website, there aint no BOV on that r34.
