cos if you had it still boosting 5 seconds after throttle is closed then it would be boosting while deceleration....
like I said, might just wire it up to come on at certain rpm or TPS setting.

If you did that, the SC clutch would be disengaging during gear changes... well unless you flat shift 
I dont think turning the SC on and off so often would be too good for it.
