You're half right. The exhaust valves need hardened valve seat inserts to prevent valve recession when running on unleaded fuel. Any engine with an alloy head has valve seat inserts, but not all of them are of the hardened variety (there's a special name for these which escapes me at the moment). Note that pretty much any Toyota engine built since the early 70's will have hardened valve seats, so unleaded fuel is not a problem. You do need to ensure you have the correct octane though; not all engines are happy on regular unleaded (91 RON), although I ran my old 2T on regular for many years and never had any problems.
As for the emissions issue, LRP is exactly the same as ULP but with extra stuff added (ie anti valve recession agents). That being the case, you're not going to cause any less pollution by using LRP.
