To start from scratch, you'd surely be looking at over $5k for that complete setup.
As a rough guide, does the following list seem close?
motor minus supercharger: $800
ECU $1300
manifolds $700
turbo $1000 (including highflow)
intercooler & plumbing $600
3" exhaust $900
bleed & BOV $350
total $5650
I know i've probably missed things out, but this is a ROUGH costing. Obviously the more you can do yourself, the less it would cost.
As for how much you could sell it for second hand, well, It depends how much the buyer wants it 
Is your 3" exhaust really steam pipe? That would weigh well over 100kg with 4mm thick walls!! Do you mean mandrel bent mild steel?
