hey str8 !
i am not 100% sure wat will work and what u hav tried but this is what i would try.
firstly i would get another crapy bumper from the wreckers to experiement on.
things will stick to polyprope, if u try hard enough!!! i think!
and yeah like wat simulant said, u could use screws and bolts to lock everything 2gether then bog it. just hav to make sure the joins r real tight and stiff. no movement or when u bump or transport your bumper it will crak at joints and stuff. and when u want to mold it when using fibreglass it will not be clean, and more work will be needed.
amm ok a few ways i would try...
BOGGIN! 
I would try BOG first! i am very sure u will be needing alot of bog for your REFORMING of your bumper! the problem with PP, is that it is abit rubbery and smooth, so i will need to rough up the surface b4 u bog the surfaces. so get some 40 grit sand paper, and some 60. there r 2 kinds of bog. ther is bog with fibreglass fillerments in it that is good and strong but tougher to work with. cause when u sand it back u will need a mask cause of the fibreglass dust! ichy shit!
my favourite is good old normal BOG! that should do the trick! i can tell u some tricks l8ta if u need, in shaping, making bog and mastering the art of BOG. 
only problem with bog it is not flexible and it will crak at certain joins especially with PP.
MEK
or another way is using a chemical called MEK that MIGHT bond PP to itself. MEK is not a glue but like a melting agent that bonds the same material together. MEK works really well with Compressed Styrene, compressed styrene is normally used for Vacuuming forming stuffin.
only bad think with MEK is that it only bonds the same type of plastic to itself. eg PolyProp will only bond to PolyPro. In most cases!
P.S. i dont think there will be enough Supa glue in Australia to help u with a bumper. and anyways supa glue is too evil cause it would be strong enough, and it is too stiff and crak, and most of all,that u will be glueing your fingers 2gether more times than the actual bumper.
FIBREGLASSING
amm another way will be to use fibreglass. the auto industry usually use straw or stock fibreglass ( i think that is wat they call it), that is quite hard to use but is the proper stuff. i have only used fibreglass matts or fabric. its easy and quite fun when u get a hang of it. the fibreglass fabric will help u attach and blend all your new shapes and forms onto your main bumper. like wraping a bandage on then wiping resin on it to made it nearly bullet proof! just add more layers of the fabric for strength.
and when making the new shapes and forms for the bumper u can use something called GREENFOAM( think it is PolyUrethane Foam). u can easily shape it instead of wood or BOG, then all u hav to do is Glass it to your main bumper.
Glassing is quite difficult. needs quite abit of practise. cause lik bog when it goes hard, it will be DAM HARD! and with FibreGlass its 100 times harder than bog and with the edges it's DAM sharp! soo be dam careful.
these are the only way i can think of rite now.
