As for the first part...I believe that most drivers on the roads shouldn't be there, as they little to no idea. I can speak with some "authority" here, as I have driven cars for some 18+ years, Heavy vehicles for some 10 years on and off (including stints in Sydney, Melbourne and Darwin), and motorcycles for around 15 years - all accident free. (I was also a driving instructor for a period of time...never again!!!

Anyway, I've seen most of it on our roads and now firmly believe that people need to take responsibility for themselves to a large extent. ie. Take the other view that other drivers WILL stuff up, because inevitably, they will...If you're prepared in advance, the "damage" can be largely avoided/mitigated.
This is also known as defensive driving.

Hmmm...As for this one, that would imply that the RTA's preference was for saving injury/lives over raising revenue...
