It's stainless steel, so use sand paper for that. I'm not sure if any other bits are stainless steel or not.... Ultimately, remove all of the painted chrome bits from the car and use thinners on them. I'm pretty sure thinners is safe to use on chrome... you may find the chrome bits won't be in great condition though(possibly the reason they were painted).
