Your main problem is going to be you'll pritty much just blow the mud/dirt down the sil and wont really get any of it out. You'd be much better off trying to get it out the hole that it went in.

ie, try using your compressed air through the drain holes, although I don't see that working.

Alternativly, remove the seat belt on that side and the plate that it's bolted too, this should give you access into the sill cavity, you may be able to remove the gunk that way, the access isn't too bad, I used it to panelbeat out the sil back to the right shape after an "incident".

or hell, if your going to weld it up anyway, cut a bigger hole and scrape it out.
