The short answer Les is no. Like a lot of cops they will try and book you for things that are simply wrong if they think you do not know any better.
What Scorpion was saying is that any suspension change connot cause any part of the wheel to contact part of the suspension (sensible), and should you get a flat no part of said suspension should touch the road etc (also sensible).
I actually have copies of all the applicable RTA documents and DOTARS (ADRs) in my glove box for such moments as when an officer tries to pull one.
