well, you can measure the lift with vernier calipers, measure the base circle away from the lobe and then measure lobe+base circle and subtract to get the lift.
with a degree whell you can get a rough measurement...

you want the degree at which the lift starts and stops, and if you want to be really tricky, get a dial indicator to see when the lift gets to 1.25mm (50 thou). if you make a V out of something and bolt it down, and then have a solidly fixed bit of wire for the degree wheel, you can get within 10 deg or so... but yeah, cam place is best... let us know what $ they want to measure the profile? shouldn't be much you'd hope....
