yup, most fuel pumps are 12V, not 14-15V (but some are ok..)
what pumps are you using? is your regulator regulating?
if you need to bring the voltage down, you need a big assed resistor. since pumps use about 5Aish, you're looking at 60-70watts worth resistors!!! try to find a resistor pack from a car that had one for the fuel pump.
time to hit the wreckers, or at least check on the wiring diagrams of some EFI cars (maybe the ones the pumps are designed for..)
also a long shot, if the pumps flow a lot more than the standard one did, the pressure reg may not be able to flow enough to keep pressure down. if you were in sydney, you could borrow my gauge :/ there are Speco EFI fuel pressure gauges on ebay atm for like $28. they have 1/8 NPT fitting and they look good enough. that's the one i have.
