If you have a later model TA22 with the upright fuel tank, a surge tank isn't necessary. I have an external VL pump in my RA23 and it's been working like that for several years with no problems. The trick is to mount the pump lower than the tank (eg in the little compartment in the boot for the jack) so it's not trying to "lift" the fuel. I have never experienced fuel surge, even with spirited driving with a low fuel level.
If you have the floor-mounted tank, you will need a surge tank though. Either that or have a swirl pot made up and use an in-tank pump.
