The 1G-GTE is probably the most cost-effective option. There's stacks of info available on this swap, just do a search.

Obviously you should get the car engineered if you don't want trouble with the cops. Speak to a certified engineer BEFORE you begin your project. Your local transport authority should have a list of engineers you can speak to.

Radiator: get your stocker upgraded with an extra core. Fuel pump: VL Commodore external pump (Bosch) will do the job nicely for less than $100 (I got mine for $35). Lift pump and surge tank: probably unnecessary in an RA23, although some will disagree with me. My RA23 has been running without one for years and it doesn't surge ever.
